And this is the final argument that this policy has no positive effect. It will not prevent the current practice as the 2 top traders of last /8 IPs know how to work around it and now probably even more will know that too. Come up with a proposal that will really stop this kind of activity and I'll fully support it. In my opinion all the discussions regarding this policy only helped abusers learn how to abuse more and opened the eyes to others on how to abuse, so not that the policy is useless but it's proposal was a mistake.
