[address-policy-wg] Opposing policy 2015-01

Because of sellers won't be sell allocations and will consult how to open multiple LIR accounts and their clients will be get more allocations than if they would buy it as transfer from other LIR. 

And clients will alert their partners and partners their partners and many members will know about this hole and will deplete IPv4 resources.
