Hi Nick,

Gathering resources just for the idea of collecting resources isn't what is intended in any of the transfer policies. Not for this one, or for the others ...

The intention as explained for the policy for both v6 an AS numbers is to enable companies to actually consolidate their LIR's or resources. Currently that is not possible as they might not fit the profile of the operational procedure for M&A's ... 

The intention is also still in the policy proposal, as the 'must return' is replaced by a 'should return', and not removed. 
This is to avoid an issue in the policy where a transfer is initiated and the RIPE NCC would read the policy as if that particular company would not need the resource anymore and de-register the resource.

I can't say or predict that this policy change will bring more or less unused resources back to the NCC .. Nor is that the goal. It is however my expectation that more resources will come at a place where they will be used ... If the transfer market for IPv4 has shown us one thing, is that the new reality will put the unused resources into used resources.
