[address-policy-wg] Transfer Requirements for IPv4 Allocations

If there's incentive to lie about the usage of the addresses then people
will just lie.
Same as how some LIRs got their (still unused) large swaths of netblocks
in the first place.

Please try to be a bit more realistic.
