[address-policy-wg] Working group chair rotation 1

So, you can hear it from myself - I'm still willing to serve as APWG chair
for at least one additional round of two years.  This is important work,
and it is still fun (most of the time), so here I am.

The whole WG chair rotation(-or-not) thing will be done by Sander, so
I'll abstain on anything formal.
