Understood, the requirement is for needs based language specifically in the RIPE policy, that is independent of the other RIR's policy. How about: "For transfers from RIR regions which require the RIPE region to have needs-based policies, recipients must provide a plan to the RIPE NCC for the use of at least 50% of the transferred resources within 5 years." Is this a needs based policy that is compatible with ARIN's requirement? Thanks Sandra
