To be clear here: there was clearly no consensus for this "should" to "must" change. Therefore the RIPE NCC has been asked to withdraw the policy proposal and implement the policy as it is currently written, as "should". We are of course always open to new policy proposals to change this policy. We just felt that 2014-09 was not a way forward that would get consensus.
