Technically, this is not "the LIR".  This is "your ISP business", which
is a user of your LIR (and in the days before large AWs and INFRA-AW,
assignment for that had to be approved by the NCC just like any other 
customer assignment).

That "the LIR" and "the ISP business" happen to be run by the same people
quite often doesn't mean "the LIR needs numbers".
