Given the amount of service area states this is quite an achievement. I have no clue how they do it (curious mind wants to know), but it seems you're underestimating NCC. :-) BTW, NCC already does "special hacks" for certainly countries, IIRC it had to do with LIR membership in some eastern service area states.
