Reading the draft… This sentence: "Any holder of Autonomous System (AS) Numbers is allowed to re-assign AS Numbers that were previously assigned to them by the RIPE NCC or otherwise through the Regional Internet Registry System." …reads to me that transfer or reassignment is allowed inter-rir...I may be missing bits of policy here that explicitly disallow. Apologies if so. Clarification?
