[address-policy-wg] Policy Proposal Implemented: 2014-02, "Allow PI transfer"

Hi Alexey,

A LIR can have infrastructure on PI address space. 

So, yes.  The LIR in that case is the end-user. And PI spaces assigned to the LIR entity can be changed to PA.
