Nope. The IANA Recovered IPv4 pool now contains 19.1M addresses, and is
1.9M short of being able to give each RIR a /10.

Also worth noting is that LACNIC today marked the equivalent of a /10
reserved in their delegated-extended file (probably in accordance with
http://www.lacnic.net/web/lacnic/manual-11), so the "available" space in
their registry is now down to 0.4 /8s. That means LACNIC is able to
trigger the activation of the pool *right now*, if they so choose.

Perhaps they already did and that's why Leo hasn't had time to answer
you yet... ;-)
