I agree with you, however, such document should be created for all the 
special terms used within the RIPE Community and should not be specific 
to this policy.

Therefore, I would say that if anyone is interested in creating such a 
document (and I will join that team if one is formed), an other policy 
proposal should be made independent of 2013-06.
