+1   I support this proposal and hope that if it passes, policymakers at 
ARIN take note of the fact that both registries who have reached exhaust 
have recognized that removing the needs test from transfers is completely 
compatible with the ideals of stewardship.  We know that APNIC was 
browbeaten into restoring the needs test in order to tap the ARIN market. 
There will be similar pressure applied to RIPE, I am sure, but for my part I 
will pressure ARIN to remove its needs test for transfers as the best way to 
facilitate a global market in IPv4 address space. RIPE's implementation of 
2013-03 would assist in that effort.
