They are both one hundred percent incompatible, because there is no inter-regional transfer policy in place in the RIPE region to begin with, and this situation does not seem likely to change anytime soon. If we in the RIPE community decide one day that we do want an inter-regional transfer policy after all, we could very well create it so that it ensures perfect compatibility with all other regions' policies.
