If an ASN holder is actively willing to return an AS number, there is
nothing stopping them from sending a mail to hostmaster at ripe.net and
telling the IPRAs about it...  that's about all it takes (plus cleanup
of references).

I can't see the benefit of having a web page where you could enter that
you might be willing to return your AS number if asked (in which case,
it is to be expected that the NCC would ask).
