I've just had a quick word with Ingrid to ask whether this could be done
without restarting the Phase. She said she'd want to see the changes and
to consult the Chairs before giving a definitive view, but in principle
it sounded reasonable.

Great, let's do that. I'm in Athens. I've made a first stab at producing
some text to act as a starting point.
