John, I think this is very much germane to apwg even though it doesn't
relate to 2013-03.  Are you talking here about RIR resources which are
formally transferred to ARIN, or resources from other RIRs which are
transferred or deployed somewhere in the ARIN service region, but still
administered by those other RIRs?
