The LIR holding the original allocation could do the exact same thing,
so what is the damage inflicted on the RIPE community and membership here?

IMHO it would is much more likely that a original LIR would do something
like this, rather than a "middleman LIR", because such a middleman LIR
will need to wait 24 months before it can start selling the smaller
chunks on to other LIRs.
