An LIR cannot be "in compliance with" an RIR's policy. I think what you are trying to say is that the address space being transferred is being held in compliance with the RIR's policy. And unless this wording is fixed I can't support this policy. I have bitter experience of after-the-event nit picking, confusion and pain in the internet community. Nigel Nigel
