The "current phase" is "waiting for the WG chairs / waiting for the
proposer" (not a phase, strictly, but the status in-between formal phases
where decisions about the next steps are made), which you can find out via

we had some lengthy internal discussions about these two proposals, and
decided to put them back to review period (for a short review phase),
which will be formally announced on Monday.

After Emilio's announcement on Monday, I would welcome a somewhat more
verbose community participation than previously for those two proposals,
as we can't go ahead without more voices of support.  (*After* the 
announcement, as the review phase has not yet formally begun)
