[address-policy-wg] [ncc-services-wg] Resource Certification for non-RIPE NCC Members

I must admit that i myself as PI holder and service operator completely
agree with Dan and think that RPKI certification should be somehow
achievable by PI holders themselves without need to do any kinds of
requests to LIR.
