[address-policy-wg] Assignment window vs allocated space vs "bought" IP space?

AW applies to all space allocated by the RIPE NCC, so that would also
apply to space allocated from the NCC to another LIR and then transferred
by our procedures to this LIR.

OTOH, if that LIR got a /20 from "somewhere else", this would have to be
done outside the RIPE policy (as we do not have a policy to formally 
register such a transfer), so RIPE AW would not apply to that /20 - but
"whatever rules come with it".
