May I also suggest, s/signed/certified, and add to the end ", and any 
previous related certificates will be revoked."

Revocation of previous related certificates is required if their are 
any, and not optional, new certificates for the new holder are optional.

Put it all together and you get;

"Re-allocated blocks may be certified to establish the current 
allocation holder if the receiving party so chooses, and any previous 
related certificates will be revoked."
