On closer look, it's not the mailing list archive that changed, it's
the way it's being linked to from the proposal's page:

Somehow a few extraneous ".."s sneaked in the href of v2 and v3....

(?version=4 seems fixed now and uses an absolute URL. Thanks to whoever did that!)
