Well, in a historic and current perspective, what do e.g. Apple, Daimler
AG, DuPont, Eli Lilly, Ford, Halliburton, HP (twice!), IBM, Prudential
Securities, UK Ministry of Defence, UK Work & Pensions need millions of
public IP addresses for, each?

Perhaps there are one or few others, who in historic times got huge blocks,
but which don't need them.
