Anyone who uses internet resources (in the RIPE region)  is the 
constituency of the apwg mailing list, so don't worry about being 
"qualified" :)

This is out-of-scope for this particular proposal though as it doesn't
address whether ipv4 resources should be restricted to newcomers only.
