They could, indeed. But as they have no knowledge of IP whatsoever and do
not operate any IP device, it was always easier for them that we take care
of this. Some did, but they are far from a majority.

That is not that case (at least for our customers), we own the
infrastructure (Layer2 and above), we run it (for them), they don't.
