So I agree with you here :-) Folks, we know that transfer policies are a very emotional thing - we've been there in with our local transfer policy, and I think Remco still has scars to show. So maybe take a step back and ask yourself whether you want a religios debate (which will not go anywhere), or whether we can find a pragmatic solution together that takes reality into account. So - I think it's unavoidable to accept that transfers *will* and *do* happen (if "IP networks as such" cannot be transferred, people will just trade parts of their company that happen to "own" the network resources).
