These smaller blocks only come into play when and if we've exhausted the entire final /8 pool (which will give us I reckon about 20-25,000 "final" allocations, three times the number of current LIRs) and there's more people who want an allocation but there's no more /22s to be handed out, just scraps. I don't want to end up in a situation where RIPE NCC has to say no to people based on policy when they still have blocks of addresses that people will likely be happy to take anyway. I don't know what the current RIPE NCC stockpile of /25s and smaller is, but I think it's unlikely that at the point where we have to start using these for allocations, it's going to have a dramatic impact on the routing table (as I think it'll be a shambles at that point anyway). The final dozen or so LIRs to ever get IPv4 space from the RIPE NCC are going to have to deal with a mixed blessing.
