[address-policy-wg] 2011-03 New Policy Proposal (Post-depletion IPv4 address recycling)

When every LIR has had their /22, there might still be address space 
available, right? I interpret 1 a and b as we will have a deadlock 
then because the same LIR can never receive another allocation.
