No, you said before the addresses were for your own network, and the network remains yours independently of what hosts you connect to you. Hosting customers are not expecting to carry their individual server IP addresses with them when they change colo because they are part of the colo, so no, you are no sub-alloacting.

not quite, as you remain the address holder. Do you charge each customer for their quota of airco in the facility explicitly?

it definitely is the same network, at least as long as the customer does not have a router between your net and their equipment.
