Can I make a suggestion?  RIPE NCC should make a site - broken down by 
country code of those resources that they are unable to contact.  Just as 
you send out these notices, you can post a notice that country xx has 25 
unknown resources and RIPE NCC asks the help of its members in trying to 
contact the resource holder.  Giving this extra 3 month effort should then 
validate anything RIPE NCC would do to the resource after this period.
