I have to agree with that but IMO it is because, with some proposals,
a long time passes between any updates/any movement and people simply
forget about them - after all, very few do policy development as a
full-time job...

Maybe it would be worthwile discussing ways to keep the PDP flowing 
more smoothly -unless, of course, it becomes irrelevant, cf my post 
above.
