Or something else? There are a number of LIRs who received a /32 in the past who later realise that they might have qualified for a larger initial allocation. We allow these LIRs to return their /32 and then evaluate their request based on the data they submit. In the case that these LIRs do not want to return that /32, the normal IPv6 additional allocation policy applies and we will allocate them more space if and when they qualify under that policy. In practice this means that their existing /32 has to be used up to the HD-ratio.
