This is probably a question more for the routing working group, but I'll answer it here. There is literally no way to get all of the AS paths for all of the AS numbers. The BGP protocol generates AS paths, and it does not provide a way to get all of them other than by looking at every router on the Internet. However, the RIPE NCC runs the routing information service (RIS), which provides many ways to view routing information.
