That's the obvious answer.

And this will be a new policy, the current doesn't state any policy about 
this?

I was aiming at the fact that this policy doesn't give any clue about what 
happens when the validity period expires while the Abstract of the proposal 
does mention 'how these certificates should be maintained'.

Expiring certificates are part of this, expering due to CRL's is mentioned, 
but expering due to validity period is open.
