To answer your question as to why, the table that I provided speaks for itself even if reduced by multiple factors of ten; profit and/or revenue protection. Buy low, sell high, so to speak and I think that the main point is that the cost of an address post depletion is an unknown. While my number looks high, it could go either way. It could be higher which would mean that the damage would be greater or it could be lower which means that it's "not so bad" where YMMV.
