Thank you for your input. We currently have two policy proposals for  
the last /8:
   2008-06: Use of Final /8
   2009-04: IPv4 Allocation and Assignments to Facilitate IPv6  
Deployment

I think the best way forward would be for you to participate in the  
discussions related to these policy proposals on this mailing list.
