No immeadiate objections other than nothing really changes here (i.e if the user has any legacy or non-RIPE NCC space then they can simply claim it is "full")

Also, note the policy only strives to document, not to instruct on how such matters are dealt with other than in the context of address consumption, does nothing to help people get off historical space for instance.
