The purpose of the proposed policy amendment is two fold. 1. To expand the policy to cover enum aswell as TLD's. 2. To expand the usage from one nameserver to up to four nameservers. I think you raise a valid point above and this may be something that the working group needs to discuss further (maybe with input from the routing-wg) however I believe this is out of scope of the current proposal and if you feel this is important it could/should be submitted as a seperate proposal.
