I agree that its staff are both competent and trustworthy but I think that giving them this responsibility would put them in a very awkward position. The RIPE NCC has to implement the policies set by RIPE - but unless the policy is clearly described and documented RIPE is effectively giving the RIPE NCC the task of deciding on the policy each and every time it evaluates a request. Perhaps more importantly, if the RIPE NCC is asked to do this on a case-by-case basis the policy ceases to be consistent, open and transparent, unless the details of the requests are published. It also puts the RIPE NCC at risk of claims that it didn't act in a neutral and impartial way towards all applicants. I can see that some network operators have a genuine problem but I don't think this option would hold water for long. Regards, Leo
