> "TLD operators as defined by IANA" may be a well intended phrase, but many > affected registries would reject being "defined" by IANA. running a number of cctlds which have not signed silly papers with iana, i have no problem with the phrase. though i think it could probably be improved, e.g. servers in the root zone is what i suspect is intended. this comment should not be taken to imply i support this policy proposal. randy
