It has flaws, and it creates certain problems, many of which have been discussed previously on this channel. However, the alternative is an underground market which is impossible to control if you don't acknowledge its existence. From this perspective, 2007-08 is significantly less harmful to the environment than any other alternative I've seen. In many respects, it's quite a good example of "worse is better". I support the proposal as-is. The additions to v3 are for the better.
