My suggestion for the procedureal channel is to strengthen the operational reviews during the discussion and review phase in the PDP and making them explicit in the PDP document. There should be both an operational and a legal review by the RIPE NCC. The legal review could be defined broader than just looking at the impact on the RIPE NCC. ARIN's review procedures could be considered as examples for this.
