[address-policy-wg] Revised 2007-01 moved back to Review Period(Direct Internet Resource Assignments to End Users from the RIPE NCC)

  Yes reassigning of phone numbers is done every day, and it has
caused serious problems which is one of several reasons the
"Do Not Call List" was established.  De-routing of certain IP
address blocks is also done every day, and perhaps a "Do not
route list" is needed.
