For ASNs allocated in 1997-2005 this particular LIR charged a one time fee to the customers since it knew the rules then as they had been for the past decade and didn't think they would change retroactively in 2008. So the LIR can't now go back to these 50 customers and tell them they need to pay 23Euro/yr. -Hank
