Anything that simplifies the chain of contractual relationships, like 2007-01, is a good policy. Since it is optional, it means that end users who already contract for other services from an LIR, can continue to maintain their IP addressing relationship with the LIR. But there are other end users with IP addresses who do not have a need for any other services from an LIR. It does not make sense to force them to contract with an LIR for only this one service, which is NEVER the core business of the LIR. That's why 2007-01 is a good proposal since it allows these end users to contract directly with RIPE where IP addressing *IS* the core business. --Michael Dillon
