this policy seems to be aimed at making it more correct, which seems
to be a good thing IMO.  I support this policy.

Why does an LIR need to be involved? As far as payment, it seems that
PayPal or it's brethren could be used.  I'd be comfortable leaving
contract implementation details to NCC staff.

Sascha, I think your plan might be too complex.
