You're free to agree or disagree with this, but the bottom line is that if RIPE changes its policies on PI assignment, this is likely to impact the number of announced PI prefixes, regardless of whether the announcements are accepted or not. Also, RIPE is not dealing with this unilaterally. It's dealing with the issue in its own area, which is what it's mandated to do by its members and charged to do by ICANN. If it makes policies in one particular area, these policies are not directly relevant in other parts of the world, unless other RIR areas in the world decide that they want to adopt similar policies.
